adding ... on text

I'm not even sure on how to do this, or where to begin with it.
I seem to have a lot of trouble working with strings, so I though I should ask for assistance.

Basically, what I'm looking for is a small function that will check a string and if the length of the string is too long it will chop it down to a certain length and add ... on the end.

I think I've seen this done on a few forums. I want to use it to cut down the length of a URL.

[man]substr[/man], [man]str_replace[/man], and the assignment operators are your friends here. also searching the forums would be a good idea.
