Controlling printer output

Is there a way to control page breaks for printer output without creating a PDF on the fly? I have a client that wants online application forms to print out a specified places so the page breaks are correct when the user faxes it back. (Has to use a fax because form requires signature)

Maybe put each page on a seperate HTML page and tell the user to print them out individually. But even then you can't be sure it will still print out on one page. PDFs would be the safest (and in this case, it would be a great time to use PDFs actually).

I can't think of any other way to make this happen (I doubt CSS has any tricks of its sleeve). Otherwise live with the creative ways various browsers print web pages.

Found a CSS style "page-break-after: always;" and if I apply it to a DIV or P style I get a page break every time. Output is still unpredictable, but fairly reliable. A PDF is definitely better, but for a down and dirty fix it worked this time.
