Would PHP and Mysql be the answer to this?

Hi,
I'm familiar with HTML, and programming (Mostly V😎. I'm wanting to start a wedding website, that caters to Brides and Grooms, supplying them with local vendors in their areas. The vendors pay a small yearly fee to be listed. Here are a few examples of what I'm talking about:

http://www.topweddingsites.com

Is using PHP with a database like Mysql the way to do this? The vendors maintaint their own listings by logging in with a password. They do have guidlines to stay with. Then there are features like when a client clicks on their website, they get an email notification of a click through, things like that. Any pointers?

yes php and mysql would be good for this type of task. you can store the people's log ins and business info in the mysql database and retrieve these listings using php.

I'll look into those. Do you know if there is already a turnkey solution for what I'm wanting to do? or with projects like this, is it better to start from scratch?

a link directory such as LinksSQL (http://www.gossamer-threads.com) or inlink (http://www.in-link.net) might be slightly close to what you want. but probably writing this on your own would be a more professional approach for visitors who might recognize directories like those.
