rotating banner ads

I need to know how to have banner ads that change everytime the browser window opens...the frequency of the ads will be dependent on how much the various sponsers contribute.....can someone help me with this??

well I found one that ramdomly changes the ads but I need one that can be set up so, depending on the percentage of the time it shows, it will appear in the browser window when it opens if some one is a big sponser that persons ad will appear more often than a smaller sponser and the ads don't change once the page is open the same ad stays there till the next time the page opens then it will be someone elses ad.......
