formatting data being put into mySQL through php

I would like to create a PHP form that my client can use to update the newsletters on her web site. There is the need for her to be able to custom format (using bold, italis, h2 or h4) parts of the text.

I.E.: " Today, John Q Lastname was given the award for...."

So, I want to avoid her having to type the html code for formatting issues. Is there a PHP product or script that I can use to connect her to the database that will enable her to format the text in her entries in a simple way?

Actually, much like the form used to enter the data here.....except I don't like the pop up window that you have to use to format the text. I would rather you can select the text to format and then press the bold or underline button, like you do in a word processing program.

Well you could use JavaScript (I think) for making highlighted text bold, then use some PHP function, such as preg_replace() or ereg_replace() to parse the text and create the HTML from it, which is what these forums do.
