file upload problem

I have access to my own server. Allowable memory for a script is great (32 Megs), adn max upload size is 8Megs.

However, there seems to be a limit on my OS (Win2k and IE6), adn my friend's OS, of somewhre less than 1.0 Megs.

Any insight as to what this is? Also FYI, I immediately get "The page cannot be displayed," vs. waiting for +1 megs to go through, not later on, so it does seem to be something on my system. When a post happens, does IE first "tell" the server the size of the file, or just send it up there?
