Bulk email as in spam? First off you usually buy these lists which are illegal :rolleyes:

One tends to "buy" or "rent" an email list. You don't normally "download" a list - unless you just purchased it or something.

I'm guessing you're talking about a tool which will allow you to manage your own lists for mass email. If that's the case, and you're going to be sending out lots of emails, I imagine you want something a little lower level. Have a look at Sendmail
