timeout in fsockopen: seconds?

I can't seem to find a reference in the manual that tells me what units the timeout arg is in the fsockopen routine. It's a float type. Does it represent seconds and fractions thereof? For example, if I wanted a timeout value of 1ms, I could set it to 0.001, yes?
