Redhat 7.1 / User management / Group permission

hello there, its kinda hard to explain coz im a newbie on redhat.

how do i setup group permission and security? What i mean is, i dont want the other users to view the files of the others. Not even on a same group. Only root / adm should open their directory
set user quota
enabling FTPd and it should be pointed on /home/<username> (WU_FTP says "connection refused")
Add new user with root previledge

chmod each home directory to 700. as for another 'root' user, you could setup sudo which essentially gives someone root access...they're part of the 'wheel' group. at least in FreeBSD.
