Of all the php forums out there, which on is the easiest to modify? Or are there any forums that have a particularly large amount of mods being writen?

Thats about it InvisionBoard isnt bad im not sure on how easy but its suppose to be the most secure

Invision Board is free. You pay for support. There is a good tutorial on how to skin it, but I'm not sure about modding.
I know quite a few people that have found YABBSE easy to mod. However, YABBSE won't be around much longer. See here for more...

I dont know. SMF isn't publicly available yet.
