Appache Privelidge settings

I have PHP loaded and when I try to run a php file it says
Forbidden you don't have the rights to run c:\PHP\PHP.exe\

I think I have to get the right privelidges set up

Can someone tell me how to do this?

it sees the right folder and file c:\PHP\PHP.exe\

Are you using Windows ??

If so - allow everyone read access to the php dir....

I have windows with an apache server on in (Win 98)
how do I change these permission settings?
