dumming down mp3 sample/bit rates

I have many mp3's uploaded that are all required to be 44.1/128 encoded. What I want to do is build a tool that can dum it down to a more lo-bandwidth-friendly stream.

Can I do that via PHP, if not, anyone have any insight on how I can do this?

PHP itself cannot do that. If you have a standalone CLI MP3 encoder you could use PHP's program execution functions to call that program (http://www.php.net/manual/en/ref.exec.php)
