How to create a folder

I'm creating a record using a flat file and would liek to be able to create a folder in my directory at the same time, but how do I do that. I assume I need to put that folder in a directory that's CHMOD to 777. I made a serch for that but wasn't able to find anything. Is it possible?

yes, I'm creating a new project record and would like to be able to create a folder in a a directory where I'll be able to store all related to the project files.
