logo.gif won't resize with browser change

Sorry to post such a question, but I can't seem to find the answer anywhere.

I created a custom logo.gif and it looks great in 1024x768 but it doesn't auto resize for different browser settings. I would like it to fill the full header area. Where and how do I make that change?

I am using PHPNuke 6.5 and a nukemod theme filblack.

Is you image size in % ?
i.e.

<img src="logo.gif" style="width: 90%; height: 10%; border: 0px" alt="logo" />

It won't resize otherwise.

Well, I tried your suggestion, but it dosen't seem to work. I think it is actually the whole PHP site doesn't scale down or up. The gif actually fills the whole banner area OK, but the whole site doesn't scale at all. Any ideas?

Well, I was wrong. PHP site scales fine. It is my GIF that is too big to scale down, scaling up is OK for PHP, but the GIF no longer fills the header.

So, I guess I am stuck?
