only questionmarks

I'm not sure this is the right forum to post this question, sorry if it isn't.

I made a newsletter script with a form to input articles. On one computer I can enter any punctuation like ? or % or € into the text area without problems, on an other computer the result I get is a questionmark ? instead of the punctuation I entered.

Text area input is put into Myqsl DB straight from the text area and then displayed on a php page from DB through nl2br()

No other editing or filtering takes place.

Does this come from bad php or is there something wrong with the other computer?

this is a unicode issue... is it stored correctly in the mysql db? maybe by using UTF-8 encoding on the output html you can circumvent this problem.
