..I am under the impression that you cannot use any scripting language, even PHP, to generate code that will thwart a popup blocker, am I right? Unless you are going to generate a Java applet or a Flash object, I think your popup blocker will still prevent anything even PHP can do on the server end to prevent a popup ad from appearing.

It can be done with some simple Javascript I think, however as far as I know pop-up's are entirely the responsibility of the client and so nothing to do with PHP.

I figured that Javascript could open a new popup window, but I was referring to something that would override a popup blocker, and I don't know of anything that can do that aside from the actions of the software user.
