PHP Interpreter Error

When I run my site locally under windows at a certain point I get a script interpreter errow window and then the message:
CGI Error
The specified CGI application misbehaved by not returning a complete set of HTTP headers. The headers it did return are:

The same files seem to run ok on a unix server. What do I need to do to fix this? Also, how to I set up error logging to get more information when something goes wrong?

in the php.ini set the error_reporting to E_ALL
