Building a Link Page in PHP / MySQL

What I am trying to do is setup a links page in PHP / MySQL, with the name of the link and the URL.

Do you know when you are viewing your hotmail emails and you click on a link in the email and it comes up on the top of the page "You are view this page outside of MSN Hotmail, Please close this browser to return"

I am wanting something like that so when a user is on the links page they click a link and it comes up with one of header things like in Hotmail and displays the page underneath that.

I also want to count the number of people who visit these links.

Can people please help me out here.

i think they user html frames.

your little disclaimer will be on the top frame .. maybe about 20 pixels high, then you display the link in the bottom frame.
