2 simple questions

1) How do I turn a Javascript varaible into PHP and a PHP one into Javascript?

2) Is there some sort of program I can run on my computer that is like PHPmyAdmin but I do not need it to connect to a website. I just need it so I can work with a Database. I recently got the MySQL code in a .sql file and I need a database I can use to translate it then get the code and give the translated .sql file back to the person who wanted it translated.

1. js -> PHP submit the page to allow PHP access to the var either POST,GET or COOKIE
   PHP -> js write the value to the page, either by echoing out the entire js routine with the value in it or by placing the value into a hidden text field and allowing the js routine to query that text box
