The MySQL DBMS is currently under a dual licensing scheme.
You can choose to use MySQL under the GNU GPL, or choose to use it under a proprietary license, in which case you have to pay license fees.
A possible reason for not choosing the GPL would be that you wish to make proprietary modifications to the code, and so want to avoid copyleft.
