Are you using your Web page development computer as your testing server also?
If yes,
visit the MySQL site and download all the files applicable to your system. (Don't forget the GUIs, they are quite helpful) Once downloaded, install them
Make sure PHP is installed on the Testing server as well. Visit PHP.net for those files.
If No,
Make sure the Testing server Administrator has setup MySQL and PHP.
Once these are installed, set up your database using the MySQL GUIs.
This took me about a week to research and get these both loaded correctly. (long hours)

NOTE: Don't forget the GUIs, Mascon is a good one. You can get this one at www.scibit.com
