20 is pretty low. I'm guessing that until you hit a number like 100 or more, you'll notice no real difference in performance. What you want to do is see how the database / server behaves when the load increases. As long as you've still got plenty of kernel cache and aren't swapping, you're ok. Once you start swapping, or your CPUs are always maxed out, you need to upgrade your server / memory.
