Multilanguage Site

I want to develop multilanguage site.
please suggest me what is the best way to develop this?
1. make a copy for each language.
2. use xml to store languages and then retrieve language from xml file.
3. use any expert system to translate the content of my site.

If anybody have xml code sample then please tell me.

well, in C++ apps I use GNU gettext...
It's available in PHP too :o)
