swf files are scalable in size.
All you have to do is to change the width and height in the html code for the swf file. Just make sure that you keep the right proportion. i.e. 400 x 500 can be shown in 200 x 250

I need to capture the firest frame of swf file and save it into JPEG file , any idea ?

just take a screenshot, and resize that image as a jpg or gif

make sure the browser showing the movie is selected and not Alt+PrintScreen - this will take the screenshot.

Go into any image editing software and hit Ctrl+V to paste the screenshot

Resize and save
