Go to:
Tools -> Internet Options -> Temporary Internet Files Settings
In "Check for newer versions of stored pages", try the different options, especially "Every visit to the page".
Consider what is involved in your page:
1. The (local) http server (web server), with PHP installed
2. The (local) database
3. The local http client (web browser)
The only reason why you need a text editor is so that you can edit the PHP page.
If the serving of the PHP page was so dependent on the text editor, then good luck staying awake (and online) 24/7 to deliver content to your customers.
Since the assumption is that #1 and #2 are working, then the fault lies with the web browser.
