is there a way to redirect a page and then redirect a separate frame also? Ideally i'd use php, but I dont mind if i have to use javascript.

Yes.
I am fairly sure it is not possible with PhP, but with javascript it is easy:

parent.frames[2].location = "somepage.html";

Where the 2 refers to the number allocated to the frame. Each frame gets a number -starting from 0- depending on the declaration: the first gets 0, the second 1 etcetc.
