I have a cart in a website that is in frames. Does the cart need to be broken out of the frame for the secure shell part. The location of the website is not secure but it is redirecting within frames to a secure site. Is this secure? Any help would be appreciated.

Assuming all transactions take place with the secure site, you should be ok. As a user, frames would make me a little nervous though.
