Recommend Free PHP dev tool

I'm new to php and was wondering if anyone could recommend a good PHP development tool for a newbie.

I really don't want to invest any money into a tool until I have at least some idea of what I'm doing or what I'll need.

All you really need is Notepad. You can also try Ultrapad (I think that is what it is called). Or try Dreamweaver MX, it color codes things for you. Might also want to look at Zend. Other than that, there are really no programs that will "DO" PHP for you, not the right way at least.
