mysql and apostrophes

For no apparent reason, MySQL is starting to do something weird. I have users that submit reviews on video games. For some reason apostrophe's are being replaced with ¡¯

Does anybody have any clue as to what's going on? Thanks in advance for any help.

are you running your sql through addslashes before your insert? (either by explicitly using addslashes or by setting magic_quotes_gpc to "on")
