Database Connectivity

I've been learning php for about the last 3 months and I have a newbie question for all the gurus out there.

I am wanting to build a college football community site and when football season comes around, I want to have the following capabilities on my front page.

I want to have the latest up-to-date scores up there. I also want to have the weather conditions/forecast for where each game is being played. So my question is, is there way that I can connect to a database on the web to enable that to appear on my site and maybe a weather one? In other words, I want to be able to connect to various databases on the web to extract info and put it up on mine. If so, is there a cost to connect to it?

If you could post a link or direct me to some info so that I could read about this in more detail, I would appreciate it. I'm not too familiar with this part of it.

you can tap into weather feeds from http://www.rssweather.com/.
as far as football scores, i dont know where you would get those.

search the web for football rss feeds or football xml feeds and maybe add scores into it.
