decoding characters in phpmyadmin

Hallo,

I like to know how phpmyadmin converts eastern european character into html entities.

If i change the encoding tabel in phpmyadmin it shows the right charaters. SUPER!

I want to handle special characters on the same way on my own multilanguage website. Can someone point me on the right way?

I checked already some scripts in phpmyadmin but can't find the function for the string-conversion.
