extracting title, link and description from html file to a sql file

I have a html file with a listing wich contains a title,
a link in this title and the next line have the description, from that title
and they have one blank line to separate from each other

I would like to extract the title, the link and the description if exists (sometimes it not!)
so i can generate a sql file to populate in a cms system i wrote

I got an example i a book i did not have here yet, but if you know a solution i would like to know too
