extracting text from html file to a sql file

I have a html file with a listing wich contains a title with a link and the next line have the description.

They have one blank line to separate from each other

I would like to extract the title, the link and the description if exists (sometimes it not!).

Because i need generate a sql file to populate in a mysql db

It can be done with php? how?

Format example:

<a target="_blank" href="LINK HERE">TITLE HERE</a> 
DESCRIPTION HERE.

I think that you'll have to include what comes after the description for some one to write a good regex.

Here is a part of the solution. You'll have to provide what comes after the description for the rest.
