Opening External Link in New Browser Window with Top Frame

Hi

I need to open an external link from my site into a new window with two frames. One which has something which has my logo etc. and the other which contains the other site. Similar to Hotmail and about.com and the way the have done this.

I know about.com uses something like offsite.htm?site=

how would this work?
