Ranking system: selecting largest after division

I have a column, rank_sum...and num_ranks.

My ranking system works by adding 1-5 to rank_sum, and adding 1 to num_ranks.

I then divide rank_sum by num_ranks.

Is it possible to select the row with the largest rank(after the division) without selecting all the rows...and then doing the math. Selecting all the rows would be a big performance decreese so...

select max(rank_sum / num_ranks)as val from database

I am going to have to create a second table. Because I do not want users voting more than once for a specific period of time.
