"Management" does not always mean those things. It might be as simple as controlling the publication of content. There are varying complexities of CMS systems. The things you mentioned might be included in some of the more complex systems, but that doesn't mean that a system that doesn't contain them is not a CMS app.
A content editor is a CMS application, as long as it's something that allows you to separate the creation of content from the creation of the site itself.
As I state in Chapter 12:
... the term CMS does not only refer to the application used to enter content but to the people responsible for entering content, and to the rules they must follow. Without proper rules, and without the people to make it happen, no CMS application in the world is going to help you.
I'm not sure why you feel the need to rant about this... I don't think the term CMS is overused. As long as a client knows what it is they want, and how they want to manage their content, then I can code it for them. As long as they pay me for my time, they can call it anything they want! 😃
