Try appending the ID to the URI, then getting the edittemp.php page to pull that data "WHERE id='" . $_GET['id'] . "'"
i.e. replace:
echo "<font face=\"verdana,arial\" size=\"1\"><a href=\"editemp.php\">edit</a></font>"
with:
echo "<font face=\"verdana,arial\" size=\"1\"><a href=\"editemp.php?id=" . $emp_ID . "\">edit</a></font>"
You'll end up with a URI looking like:
edittemp.php?id=100
Then on the edittemp.php page, use the passed variable to pull the row from the database with the associated ID. This assumes though, that you want to grant the ability to users using this page to be able to change any record, since it's easy to change an ID on the URI and hence change the record you're looking at.
