a question about mail() and bcc...

If I send an email:

To: me <[e-mail]>
Bcc: 1 <[e-mail]>
Bcc: 2 <[e-mail]>

Is this considered one email sent to three locations or three emails sent to individual locations.

I ask because I'm having some problems with an ISP restricting the number of emails we can send. I'm not sure how the server determines this. I'm hoping that the solution will be as easy as this but I somehow doubt it.

Its sending

3 email to 3 person.

When i tried to send a newsletter to 20 user. mY isp did not allow do that.It failed after it send to few users.

So i think the have some kind of mechanism to stop mass mailing.
