But, how can I use both for what I need?
As far as I know you still depend on whether the locals are available in the php install and, after a simple test, the time is still displayed for the php timezone, not the country set in setlocale(). I do get textual representation in the language of the chosen country, but this is not really what I need.
And if this is the only way to go, where can I get a list of all available local abbreviations?
