Passing arguements problem

I am passing variables to a page using
photo.php?image=$photo1&alt=$tag
The problem I am having is the $tag is made from 3 variables containing witespace, i.e a car registration number, the problem is that when $tag is passed to photo.php is stops at the first space.
What am I doing wrong?

I tried that but it causes the registration numbers to be separated by a + sign when they are decoded.

$tag ="m922 eea";
<a href=\"".$listpage."?view=$tag\">$name</a><br>\n

causes the browser to pass:-

/test?view=M922%20EEA

I have tried rawurlencode($tag) and rawurldecode($tag) with no luck.

$tag = 'm922 eea'; 
echo '<a href="listpage.php?view=' . urlencode($tag) . '">link to listpage</a>';

then on listpage.php:

echo urldecode($_GET['view']);

outputs m922 eea
