I'm trying to display the 10 top rated items. However, designs that are rated the same are by order of id. For example, a design rated 4 with 4 votes, might be placed above another design rated 4 with 8 votes. The one with 8 votes was obviously better because 8 people made it 4, not just 4 people...

So how do I order it by the average rate, but also make similar ones be ordered by their total count of votes?

Well, I can only assume you're doing this in a sql query...

SELCT blah, blah blah
FROM table
ORDER BY average DESC, total_votes DESC
LIMIT 10

No this still says something with one vote of 10 will come up before something with 50 votes of 8...
