New and Need a Little Help

Hello Forum:

I am fairly new to PHP and I am looking for something rather simple.

What I would like to do is have a random number generated and then that number correspond to a line in a flat data file (CSV or TXT). Then take the data from that line and publish it on a Web page.

I assume this can be done in PHP, any place you can point to help me out?
