[RESOLVED] how do i make a marqee/ticker that gets data from a txt file?

hi pipz! im new to php and i want to make a scroller/marquee/ticker that gets data from a text file. my txt file looks like this:

id message link
0 buy now and get 200usd discount http://www.mysite.com/buy
1 register today to get a free ballpen http://www.mysite.com/reg

---

i also want my message to have a link that is also based on that text file.

fopen(), fread(), fclose(), and, of course, a ticker. But that's javascript.
