language issue

I'm having Windows operating system on my PC. It is using a language other than English. If other machines' language version is English, when they visit the server on my PC. They would see a small window poped up and asking if they wanna install the language that is on the server side. Although, this can be eliminated later by indicating not installing it and not asking again, I don't want that message dialog showing even once.

How could I set this? Or is this inevitable?

The server is Apache. I built the website in PHP and mysql. So when people visits my website, it behaves in such a way (the situation I described above). I don't know if this could be eliminated by some setting in PHP or Windows.

It is inevitable. Besides, it does not make sense (to me at least) to have someone visit your site which might be in Russian and then you want to prevent them from seeing a dialog box to download the cyrillic language pack. How would they read your site, assuming they speak Russian?

It makes sence because the language I use in my website is English. All the words showing on the webpage are English. I just don't wanna that language installation poping up and annoying the user.

I think this is probably the operating system issue.
