Quotation marks & apostrophes turn into question marks

I create a document in Word, copy and paste it into notepad to 'strip ou' all the goofy stuff MS puts in the documents, then copy and paste it into phpMyAdmin.

all of a sudden the quotation marks, apostrophes, dashes and other characters are turning into question marks.

I'm using phpMyAdmin on Firefox and IE and it does it on both.

Any suggestions as to why this is happening?

Do paste it into notepage that keeps all the ms specific acsii. The best bet is to write a little script that will go through and find the unrecognized characters then write another script with the information from the first script to replace those characters.
