updating mysql from text file after changes

I have a text file which will be read and uploaded to the database, if the user changes the text file i want to compare the database against the changed text file and the fields which are changed should be updated and the new rows should be added can anybody give a solution to this 😕

pull both the text file and the stored record into a string and then:

if ($textfile != $database_record)
{
// update the database record with the contents of the text file
}
