If I want to build a portal system with features that none of the portal systems or cms systems have out there, however I would like to have a system which alreayd has user auth, and other basic portal features integrated, and easily integrated into my own design, should I just build the darn thing myself from scratch with many mistakes and holes, or should I start to look for a cms, or a framework? What are frameworks, and how are the utilized? Can anyone recommedn good examples of either one?

why dont you make one its not hard to make secure, majority of cms's are insecure themselves.

you think its probably easier to make one right? It might provide me experience and whatnot too?

Yes the main CMSs PostNuke, PHPNuke are somewhat insecure, bulky and very similar in design. There is Mambo ive never used it not sure on how good it is though either. You may want to check it out if you dont have the time to make one yourself.
