Oh, yes. But that's not really any different from cascading styles in general; so yeah, if multiple styles apply simultaneously, then there has to be some consistent way of deciding which to apply. But it doesn't mean that putting the styles in a different order prevents them from working (if the style involves properties other than just changing the colour, for instance, then they'll still be "effective", except where they conflict).
