More then one person editting submittion

Hi.
I'm working on the Review submititon part of the website.
All the reviews are stored in the sql database. All the reviews needs to be approved by an admin before the user sees them. So if some user submits a review, it won't be seen untill admin approves it.
How it's done all the unapproved reviews are listted on page 1, when admin selects a review all the info for that review is displayed on page 2.
Now for the problem. I don't want more then one admin approving/edditing same review. So if admin 1 chooses review A, admin 2 can't choose it.
How I'm currently implementing this is I have a field in sql database, if it's set then that review is not displayed on page1 (one of the admins must be vieweing it). If the review was displayed and then the flag is set (one of the admins chose the review to approve), and another admin chooses it. Then an error message is displayed.
The field is set on page 2, after the check is done that flag hasn't been set yet.
Now the problem is if the admin just closes the browser, or uses the back button the flag doesnt' get unset. Thats kinda bad, because now the review isn't displayed anywhere.
Is there anyway to make sure that the flag gets unset, or a beter way of doing this?

What you can do is have a dropdown list in HTML with these menus

Hold
Open
Closed

And Print the status at the to as the review is open or on a hold

When a review is open admin1 can have it put on a HOLD which sets a flag to hold so that other admin cannot review it

When he has finished he can change staus to OPEN for the other admin to to review or simply CLOSE it so that the issue is bundled up

That hold idea, thats basically a modification of what I"m doing? So all unaproved animes get displayed, with status flags displayed. If review is not being viewed anyone can change it's status. If it's being viewed, it's still displayed but with hold status displayed near it. And only admin that is editing the reviw can change the status? And status is still stored in sql database.
Also I don't want it to be up to admin to decide if anyone else can edit review while he/she is editing/approving it. The problem I'm originally was solving is, if two admins are vieweing same submition at the same time and make modifications to it. Then whoever submits lasts will overite the changes of earlier submittion.
Hopefully I"m clear in my explanation.
