http authenticate vs html form login

Hi,
I need to create a CMS and am trying to figure out the best way to login to it. I will have a few users that will be stored in a mysql db with different user levels. Is it better to use http authenication or an html form to login into the cms?
I will be coding the site in php but since there is no code in this message, please direct me to a more appropriate group if needed. Thanks,

or a cms use the form, as the athentication will force people to use .htaccess which their server may not support.
